General Information

How does the Exceptional Needs Dental Services (E.N.D.S.) program work?

Patients are referred to E.N.D.S. by their participating dental care organization. Once the E.N.D.S. office receives the referral by mail or fax, the patient or the patient’s care provider will be contacted to schedule a mobile dentistry visit.

Can anyone enroll in the E.N.D.S. program?

E.N.D.S. primarily provides services to Oregon Health Plan members who are non-ambulatory or who are unable to obtain dental care in an office setting. E.N.D.S.accepts Capitol Dental, Managed Dental Care of Oregon, CareOregon Dental, and Willamette Dental enrollees as patients.

How do patients get referred to E.N.D.S.?

Oregon Health Plan (OHP) members must be referred to E.N.D.S. by their participating dental care organization. To initiate a referral, patients or care providers must call the phone number on the right side of the patient’s Division of Medical Assistance Program card to speak with a customer service representative who will determine whether a referral to E.N.D.S. is appropriate. Previously referred patients or their care providers, and non-OHP patients may contact E.N.D.S. directly.

Does E.N.D.S. accept Division of Medical Assistance Programs Open Card/Fee For Service dental coverage?

E.N.D.S. does not accept DMAP Open Card dental coverage at this time.

Which dental care organizations does E.N.D.S. accept patients from?

Mobile and hospital-based dentistry services are provided to patients who are enrolled with one of the following dental care organizations: Capitol Dental Care, Managed Dental Care of Oregon, CareOregon Dental, and Willamette Dental.

Does E.N.D.S. see patients without dental insurance?

E.N.D.S. is able to see patients without dental insurance only if they qualify for our program and are willing to pay privately. Please contact the E.N.D.S. administrative office for additional information.

Does E.N.D.S. provide services to private pay patients?

Yes, however E.N.D.S. providers only see private pay patients as time allows. Please contact the E.N.D.S. administrative office for additional information.

What type of patients does E.N.D.S. see?

E.N.D.S. provides services to Oregon Health Plan clients who are non-ambulatory or who have severe developmental disability or mental impairment. Patients must be unable to obtain dental care in an office setting, and without mobile dental services would otherwise have no access to dental care.

Which E.N.D.S. services are covered by the Oregon Health Plan (OHP)?

OHP covers basic dental services. Please refer to the DMAP Dental Fee Schedule for detailed coverage information. Dental services not covered by the OHP are provided on a self-pay basis.

Does E.N.D.S. provide dental in-services?

Dental in-services (oral hygiene training) for care facilities are available. Please contact the E.N.D.S. administrative office for additional information.

Does E.N.D.S. make use of denturists and oral surgeons?

Yes, but patients must be evaluated and referred by a mobile dentist for these services. Please contact the E.N.D.S. administrative office for additional information.

Does E.N.D.S. provide interpreter services?

Interpreter services are available upon request for hospital and mobile visits. Please contact the E.N.D.S. administrative office for additional information.

Will the dentist visit private homes?

E.N.D.S. does not visit private homes unless there are unique circumstances. Exceptions will be made on a case-by-case basis. Please contact the E.N.D.S. administrative office for additional information.

How long does it take for the patient to be seen for a mobile visit once E.N.D.S. receives a referral?

Generally patients are seen within 2-4 weeks upon receipt of referral; sooner if they require urgent care.

Hospital Based Dentistry

Why are patients seen in a hospital based setting?

E.N.D.S. patients are seen in a hospital based setting if a patient is unable to receive the proper treatment in the home or facility, or if the amount of dental work is so extensive that general anesthesia in a hospital setting is required.

What services are included in hospital based dentistry?

Full mouth dental rehabilitation includes: exam, cleaning, radiographs (x-rays), restorations (fillings) and extractions.

How can a care provider get a patient to be seen in the hospital?

Patients must be evaluated by the mobile dentist, and must meet certain criteria before being referred to the hospital. Please contact the E.N.D.S. administrative office for additional information.

How long does the patient have to wait to be seen in the hospital?

The average wait time between scheduling and the actual surgery date is 4-8 weeks.

How long is the hospital procedure?

All hospitals require the patient to arrive an hour and half before the surgery time, and the surgery itself typically lasts about two hours. Recovery time varies from patient to patient. From arrival to departure, the process of hospital based dentistry takes 5-6 hours on average.

What type of anesthesia is used for hospital based dentistry?

General anesthesia is used for all hospital based dentistry.

Whom would I contact if the patient needs sedation prior to hospital dentistry?

E.N.D.S. dentists typically do not prescribe sedatives before surgery. Please contact the patient’s primary care physician or Pre-Admissions at the appropriate hospital for more information.
